The plan focuses on the creation of a new neighbourhood by the existing park, containing remnants of middle-age settlement.

The cityscape is planned to allow for uninfringed open spaces that dictate tolerable traffic and building mass on a human scale, thus creating a welcoming and comfortable environment for visitors and inhabitants alike.
